In 1973, Congress enacted the D.C. Home Rule Act, which gave D.C. a mayor, city council, and certain autonomy to create our own laws. But despite this "independence," Congress maintains the power to overturn all D.C. laws, and they exercise greater oversight of the District than exists for any US state.
It seems that recently, certain members of Congress (with no particular attachment to the District) have been eager to intervene in local D.C. affairs...Not cool.
